The East Bank Village Development Master Plan is based on the premise that the design of an urban area should carry a scale and form compatible with its functions, which includes the area’s land uses and its role as an integral part of a living neighborhood.
The City of South Bend hired Lehman & Lehman to develop a Master Plan that restores pedestrian activity, economic expansion and community enrichment to the East Bank area by implementing mixed density urban redevelopment that creatively fosters a residential and commercial neighborhood integrated with office and retail activity.
By capitalizing on the resources found in the area, including the East Race Waterway, St. Joseph River and various parks, trails and walkways, the East Bank Village development provides smooth urban transition from the Central Business District to surrounding neighborhoods.
To better identify problem issues and their solutions, the planning process involved area stakeholders and City planners who worked with the Consultant. The Master Plan identifies and integrates economic development incentives, land use and public space planning, urban design guidelines, streetscape and pedestrian networks that help cast a vision for and solidify the future of the East Bank Village.
